I have the honour to transmit for your
'consideration the enclosed copy of a letter by the Acting
Registrar-General in which he recommends that Inspector Hudson
be granted a Teacher's Allowance to enable him to study
Ahril 1903.

It would enhance the value of Mr. Hudson's
services if he acquired a knowledge of that language, as he
has a number of Japanese brothels under his supervision and
he would be better able to deal with the imates if he were
able to speak to them in their om language.

Under the provisions of General Order No.
88, it is open to all members of the Service, other than
members of the Police Force, to qualify for a bonus by passing
a proficiency examination in such Chinese dialect or dialects
as may be approved by the Governor. It would in my opinion be
advantageous if the Governor were empowered to grant similar
privileges, in suitable cases, in respect of both the Japanese
and Hindustani languages; in cases, that is to say, where in
the opinion of the Governor the Public Service would be likely
to derive benefit therefrom. The mere payment of teacher's
fee would hardly be a sufficient inducement, in the majority
